Ms. Tardona is a retired Naval Security Group Command Force Master Chief, responsible for the health and welfare of over 13,000 enlisted Sailors stationed worldwide. Retiring in 1998, after 22 years as a Cryptologist in the United States Navy, Ms. Tardona went to work for SAIC as the Deputy Program Manager overseeing the daily management of more than 70 contractors & subcontractors supporting the NSA. She stayed at SAIC in Maryland for six years before making the move to Tampa, Florida. In 2005 Ms. Tardona went to work for MTC, Inc. where she was responsible for the day-to-day management of approximately 50 contractors working at USCENTCOM. In 2007.
Taking on more responsibility, Ms. Tardona went to work for GEMINI in support of USSOCOM, where she was responsible for the logistics of Army Special Forces communications equipment. In 2008, Ms. Tardona accepted the position of Program Manager for the Human Terrain System at CLI Solutions where she managed approximately 40 employees either in training at Ft Leavenworth, KS or forward deployed in Iraq and Afghanistan. As CLI Solutions continued to grow, in addition to the Human Terrain System, Ms. Tardona also assumed the Program Manager position for the USCENTCOM Afghanistan/Pakistan Center of Excellence and the INSCOM Global Linguist Related Support contract. Ms. Tardona helped established Premiere Technologies, Inc. in June of 2010 as a WOSB (Woman Owned Small Business). As the President, Ms. Tardona was responsible for the day-to-day operations of the company.
Her next step was a natural progression; Ms. Tardona is now CEO of PRL Technologies, a WOSB/SDVOSB. Ms. Tardona’ s 30+ years of supporting both Cyrptologic and Intelligence missions allows her to bring a myriad of experience to this company. Ms. Tardona believes high ethical standards are essential to the achievement of individual, corporate and team goals. Rich Berglund is a distinguished 21-year career United States Army Military Intelligence officer. During his career, he developed, trained, and managed all-source intelligence analysis, targeting, and production in support of tactical, operational and strategic planning, crisis and exercise operations, and theater engagement initiatives supporting Department of Defense contingency and operational plans. His military career culminated with his US Central Command assignments as the Team Chief of the High Value Targeting Cell and Team Chief of the Iraq Analytical Cell during Operations Enduring Freedom and Iraqi Freedom respectively. Following retirement, Mr. Berglund was hand selected to establish, develop procedures, train and manage analysts, and oversee production of new analytical center providing assessments on foreign vendors requesting to conduct business with DOD.
He returned to Tampa where he spent several years training foreign military officers in the Middle East. Mr. Berglund’s education includes a MS degree in Strategic Intelligence from the Joint Military Intelligence College, a MS in Operations Management from the University of Arkansas, and a BS degree in Geography from the University of Georgia. He joined CLI Solutions as the Director, Business Development where he was responsible for seeking out new business opportunities and teaming arrangements.
Along with Penny and Lou Tardona, Rich was instrumental in the establishment of PRL Technologies, where he has been the President from the beginning. As with most small business’s Rich wears numerous hats, Business Development, Proposal writer, Jack of all trades. He has been stellar in all aspects.
Lou Tardona, Jr.
Lou Tardona, Jr., retired from Active duty in the United States Navy as a Chief Petty Officer. He was a Cryptologic Technician Technical (CTTC) (SS) Submarines. His expertise was ELINT Analysis. He spent 21 years on Active Duty serving mostly in Hawaii and Washington DC. It was in Washington DC where he gained the knowledge that he uses everyday here at PRL. He was the Contracting Officer’s Technical Representative (COTR) on 5 different contracts over a 10 Year period. He managed over 50 million dollars between the 5 contracts. Since retiring from the Navy in 1994 he has worked mostly in Program Management positions for companies such as STATCOM, GRCI (now AT&T) as well as a Government Employee at Naval Security Group Headquarters where he also acted as the COTR for the Knowledge Management Initiative from 1998-2004.
Since arriving in Tampa, Florida he has worked at US Central Command as the Senior ELINT Analyst for the Order of Battle directorate, until joining CLI Solutions on 01 August 2008. At CLI Mr. Tardona was directly responsible for the Management of all CLI Solutions Contractual Obligations and Financials.
In 2012 along with Penny and Rich, he was on the ground floor of establishing PRL Technologies. From the beginning he has been directly responsible for all aspects of Contracts as well as being the lead for all Training efforts.
